HIGHLAND-FAYETTE-CLINTON (HFC) COUNTY SAFETY COUNCIL

 

Bylaws

 

I.                   Purpose

 

To establish, implement, and disseminate the bylaws that govern the conduct of the Safety Council and Steering committee.

 

II.                Safety Council Mission

 

To promote workplace safety awareness and the reduction of occupational injuries and disease.

 

III.             Commitment

 

The Highland-Fayette-Clinton (HFC) County Safety Council will:

 

·         Function as a committee of the three-county Chambers of Commerce to promote workplace safety for the benefit of business and industry in the three-county area; and

·         Comply with requirements and support the mission of its sponsor, the Ohio Bureau of Workers’ Compensation, Division of Safety & Hygiene.

 

IV.             Elements of Success

·         Promote and establish safety activities, furthering the education and development of safety techniques in the three-county area and the State of Ohio;

·         Augment the position of safety personnel in the industrial and business fields;

·         Exchange ideas, information, and safety procedures for the betterment of all members and their organizations;

·         Publicize safety as a profession and its importance to business and community

·         Send Safety Council report forms to member companies semi-annually, to be returned by companies within two weeks, and submitted to the Division of Safety & Hygiene by July 31 and January 31.

·         Cooperate with and support other safety associations, educational institutions, and Federal, State and Municipal safety programs; and

·         Actively seek new Safety Council members

 

V.                Membership

 

Membership is open to all companies and businesses that make a commitment to continuous improvement in workplace safety.  Member commitment is measured by participation in the BWC/Safety Council Annual Safety Campaign and attendance at Safety Council functions.  There are no member dues.

 

Each member company will have the opportunity to receive the latest workplace safety information and regulatory guidance, together with recognition for excellent safety performance, and discounts to all Safety Council functions.

 

VI.             Safety Council Activities

 

  1. The Safety Council will conduct at least nine monthly meetings and one safety awards banquet each year.

 

  1. The Safety Council may also conduct special meetings and seminars, and co-sponsor safety related events that support its mission.

 

VII.          Leadership Structure

 

  1. The Presidents of the three Chambers of Commerce comprising the Highland-Fayette-Clinton (HFC) Safety Council will select one Chamber to serve as Reporting Chamber.  Selection of Reporting Chamber will be reviewed annually.
  2. The Highland-Fayette-Clinton (HFC) Safety Council will be governed by a Steering Committee comprised of representative of member companies and the Presidents fo the three-county Chambers of Commerce.  The Steering Committee will meet whenever necessary to achieve the mission of the Safety Council.  Each member of the Steering Committee will have one vote.  Any number of Steering Committee members present at a Steering Committee meeting will constitute a quorum.

 

Officers

 

  1. Council Director:  Upon confirmation by the Steering Committee at their June Meeting, the Director Elect with assume the position of Director for a period of two years.  The Director will preside at all meetings, enforce all rules of the Safety Council, and provide leadership in accomplishing the mission of the council.  The director ensures that the Safety Council operates within its annual budget.  The Director, in conjunction with the Chambers Liaison, approves all Safety Council expenses.

 

  1. Council Director Elect:  The Steering Committee will elect the Director Elect at their June meeting.  The Director Elect will serve as a two-year term, working closely with the Director.  The Director Elect will assume duties of the Director in the Director’s absence, and will succeed as Council Director after the two year term.

 

  1. Chamber Liaison:  The President of the Reporting Chamber, or their designee, will serve as the Chamber Liaison.  The Chamber Liaison has fiduciary responsibility as Council Treasure.  The Chamber Liaison, in conjunction with the Council Director, approves all Safety Council expenses.  The Chamber Liaison will provide administrative support to operation of the Safety Council.

 

  1. Council Secretary:  The President of the Reporting Chamber, or their designee, will serve as Council Secretary.  The Council Secretary will document the activities of the Safety Council.  The position of Council Secretary may be rotated to other Steering Committee members as need.

 

  1. Steering Committee Member:  A Steering Committee Member is a representative from a Safety Council member company interested in providing leadership to the Council.  Membership to the Steering Committee is by application to the Steering Committee.

 

Vacancies

 

  1. Should an officer of the Steering Committee resign their office, the office will be declared vacant, and such vacancy will be filled by majority vote of the Steering Committee for the remainder of the term.

 

I.                   Amendments

 

The Highland-Fayette-Clinton (HFC) bylaws may be amended or repealed at any regular or special meeting called for that purpose, by a two-thirds vote of all members of the Steering Committee in good standing and present at such meeting; provided, however, that one week notice of such intended action be mailed to the Steering Committee members, and inserted in the call for such meeting.
